I asked my teacher why the English department in Belgrade and Novi Sad required people to take a Serbian exam, and not just an English exam, and she said that a long time ago, some people who graduated from those universities were dissatisfied with how their studies had gone so they decided to found an English language and literature department in Nish where everything would be taught in English.
My question is, did I use all the correct tenses here? And did I make a mistake by not backshifting after "she said that a long time ago"? Please correct any mistakes I might have made and thank you!
I would probably go for "had graduated", but "graduated" is not really an error. Is there one English department in those two places, or do you mean "departments", plural? Otherwise the English looks OK, but I do not understand how the teacher's explanation answers the question.
