It is true that these days road systems have required a lot of money. While some people argue that this money should be paid by governments; others believe that it is better for the users to pay for this. Personally, I would argue that governments should take the responsibility for spending on transportation.

On the one hand, wider and more roads directly serve for people’s life so it is evident that it is their responsibility to pay for road systems. By covering the costs, residents might abstain from careless driving in order to protect road systems they spent money on building. For instance, if people drive more carefully, there will be fewer cars accident due to increasing road safety. Moreover, user’s responsibility for disbursing road systems discourages their demand of driving in order to economize. In addition, such policy would encourage citizens to shift their private vehicles to public ones, which beneficial for the reduction of the emission of exhausting fumes from private vehicles and thus pollutions might be declined.

On the other hand, investment in infrastructure including road systems should be liability of the government. It is obvious that the government’s funds come from citizens’ tax; therefore national’s budget should be allocated for road buiding. In addition, car owners have to pay not only income tax and value-added tax and toll fee, so it is unfair if they also need to pay for road systems. Moreover, it is only government is able to pay for such massive cost since construction and improvement of road system takes a remarkable amount of money, which beyond occupants’ paying ability. Besides, almost all highways are constructed thanks to foreign’s loans, which need the government’s commitment.

In conclusion, the cost of improving road systems has belonged to car owners is advantageous to some extent, it seems to me that the government should take the full responsibility for this.
