Foreign visitors should pay more than local visitors for cultural and historical attractions. To what extent do you agree or disagree with this oppinion?

It is sometimes argued that tourists from overseas should be charged more expensive price than local residents for cultural and historical monuments. In my opinion, I disagree with this idea.
In some countries, foreign tourists have to pay higher cost than local tourists. It is unfair when people bear more expensive cost beacause of their nationality. In some cases, governments make policies that regulate different level of price for overseas and local tourists. For example, ticket price of foreign tourist is two fold ticket price of local tourist. Additionally, domestic businessman automatically sell to foreign tourists at a very higher cost. The biggest reason for this is a common misconception about the richness of foreign tourists. Some people believe that tourists can pay more because thay have enough money to travel abroad. However, I firmly think that it is short-term benefits, hence, government and native people should change to get an ultimate goal that is sustainable tourism.
The cultural and historical attractions almost are common places where foreign want to go because they like discovering native customs. If traveller know that they would have to pay more to visit cultural and historical sites, they would perhaps decide not to go to that country. Therefore, tourism industry is directly affected due to the low number of overseas tourists. Besides, many issues will arise, for instance, a huge of related jobs relying on overseas tourists can not maintain. In fact, the majority of visitors coming to monuments is visitors from overseas and they contribute significantly to national budget to preserve cultural and historical heritage. Therefore, the host country need to readjust a wide range of prices on tourism to ensure the equality between foreign and local tourists.
In conclusion, countries should not discriminate against visitors from overseas on paying for cultural and historical attractions to develop national tourism.
