As everyone is required to finish the exam within the stipulated time, those whose pace of writing is much slower than the normal feel unduly stressed out. Further, rather than encouraging original thinking exams promote rote learning. As exams attach considerable importance to marks and grades, learners merely memorize the answers with the aim to score high grades.  So, the contention that exams bring out the best in the learners is wrong.In conclusion, though exams are considered to be effective way of assessing the learner’s knowledge by some people, the effectiveness is questionable if they do not promote independent thinking and creative thinking abilities.

You should define what age group you are writing about. Primary school? High school? University? Exams are quite different among these different levels. It would help you to narrow the subject and focus better.

The word "learners" is quite odd, and very seldom used compared to the more natural word "student". It seems to be used primarily in pedagogical contexts, especially language learning.
