'No article' is the correct answer. Yes

'a' and 'the' will suggest more than one mom. Am I right? Yes, and they sound prettty odd without some special context.

2) Q: How do you like my dress?
A: Wow! That's __ one beautiful dress! (No article or a or the)

Why 'a' is not the correct answer? The words 'one' and 'a' have very similar meanings and functions here. Don't use both.
'One' here is more colloquial and emphatic than 'a'.

3) Q: Is this __ road to San Francisco?
A: Yes, it is. (No article or a or the)

'the' is the correct answer. 'the'. You need an article.

Here 'a' will suggest more than one road. Am I right? Yes.

4) Q: We'll never make it on time!
A: Sure we will! I know __ shortcut. (No article or a or the)

'a' is the correct answer.

If I choose 'the' then I have to include a relative clause after 'shortcut'. Am I right? Not necessarily. Without extra information in the sentence, it means the listener is expected to already know about the shortcut.
