Please check following sentenses

Hi guys
I would like to have some sentenses checked
1 I live in Chicago where I was born
2 I live in Chicago that I was born
Are there two sentense both fine in english?

The rule of thumb is, when context deals with places, cities, or countries, "where" should be used, not "that".
When dealing with people, sometimes you will see "that" used occasionally which seem to be interchangeable with "who". But "who" should be used.
i.e. I 've talked to the staff on duty that / who was supposed to file a report...
