Please check.

A: When are you going to get the books?

B: What books are you talking about? I am not tracking any of this.

A: I figured Nancy would have told you.
B: No, she didn’t.
A: Ok.

Is this conversation correct? Does ‘would have’ mean the past of ‘will have’ as future in the past? The past of ‘I figure Nance will have told you’?

Pretty much, yes. As far as I can gather, you are using "tracking" to mean something like "understanding". I am not very familiar with this use, but it may exist. I would probably use the word "following".

I prefer to capitalise "OK".
