"affect" means to have an influence on somebody/something , for example " Does television affect children’s behaviour? "

"effect" means ‘to achieve or produce’, for example " They hope to effect a reconciliation."

"The less production of oil will not affect the price of oil." The use of "affect" in this sentence is correct.

The word ' effect' can also be used as a verb .

Dear friend,

the use of affect is correct in your sentence. As has already been said, affect=have an effect on.
You could also consider rewording your sentence so that to avoid repetition:

The decrease in the production of oil will not affect its price.
