SUMMARY

Pluralism, the dominant paradigm of social and political theory of the 20th century sees power - i.e. the possilility of imposing one's will and interests on others – as widely but unevenly diffused among members of Western liberal-democratic societies. Starting from this basic assumption, the authors analyze factors which determine the degree of influence of various social groups on public policy making in Croatia and their ability to ensure favourable policy outcomes and high budget transfers for themeselves. For this purpose the characteristics and modes of action of three significant social groups are examined – of women, of war veterans, and of farmers. Numerosity of a group, the readiness of the members to participate in democratic elections, as well as the social construction of a group are not the most significant factors which determine her role in the policy-process and the capacity the group to form public policies. Powerful are those social group which have considarable material resources and have a high willingness to mobilize. On the one end of the continuum are farmers, to which, despite their small number, the most funding is alocated (among other things, because of their high readiness for and possibility of mobilization). On the other end of the spectrum are women who have, because of the actual size of the group, as well as the heterogeneity of the interests of its members, great difficulties to succseed in mobilazing for concrete actions around specific issues. The theory of target groups, originally designed by American practice, is aplicable to Croatian conditions as well, albeit with certain modifications.
