Please advise my grammar and sentense

The customs have issued a import regulation about declaration of goods. For fisheries product , especially tuna, you will declare all species that found during unloading from carrier. If you issue one species ; Skipjack on import invoice but the customs found other three species ; Yellow fin Bonito, Albacore, when unloading fish frim carrier, the customs will fine from import or export person/company. The penalty fee is start $35 per import's permit for the first time that you do not declare other species same as actual receive fish and the customs will fine double from $35 or last penalty fee till $300 if they found mis-declare about type or species at same port.
That regulation, the customs need to control the illegal fish and do not allow fish from illegal vessel import to our country. Please follow regulation strictly and do not except Pole and Line from Maldive too.
