Please advise me the grammar of this sentence

hi Dear friends
could you plz explain for me the grammar of this sentence from Dale Carnegie (book)
Hence it is of the very greatest importance that a person be started in the affirmative direction.

I do not know why they used "be" here, I think it should be "is" or just "starts" here

kindly help with warm appreciation~
