PLEASE ADVISE ME ON MY IELTS TASK 2 WRITING

Question: The first car appeared on British roads in 1888. By the year 2000, there may be as many as 29 million vehicles on the British roads. Alternative forms of transport should be encouraged and international laws introduced to control car ownership and use. To what extent do you agree or disagree?

These days, many people urge that governments should encourage the development of new forms of transport replacing personal private cars, and policies should be implemented to restrict automobile ownership and use. From my point of views, I strongly agree with the ideas, because the overuse of cars has caused severe environment and safety problems.
Firstly, the adverse environmental effects caused by cars are significantly deteriorating human's health. In vast metropolitans, millions of cars exhaust carbon dioxide and hazardous gases every day, which results in respiratory diseases such as asthma and lung cancer in local inhabitants. Secondly, congested roads make people wait for hours on daily commuting, cause stress and unnecessary anxiety for drivers, and thus results in higher numbers of traffic accidents.
In order to solve the problems, public transports such as buses, metro lines, monorails should be invested heavily by governments to take over from personal vehicles as a primary means of transportation. Governments may introduce incentives for public transportations such as subsidies for companies operating them, tax concessions. Also, campaigns that educate and encourage people to choose public transport should be run effectively to raise the community's awareness on the issues. Furthermore, governments should put policies that control automobile ownership and use into effect. For example, taxes on car transactions, environmental fees imposed on fuel are useful to alter the habits of using personal vehicles. People then reconsider when they want to purchase a new car or choose buses for commuting because they are cheaper.
In conclusion, I agree that countries all over the world should boost substitute means of transport as well as impose new laws to govern citizens' car ownership and use.
