In order to solve the problems, public transports such as buses, metro lines, monorails should be invested heavily by governments to take over from personal vehicles as a primary means of transportation. Governments may introduce incentives for public transportations such as subsidies for companies operating them, tax concessions. Also, campaigns that educate and encourage people to choose public transport should be run effectively to raise the community's awareness on the issues. Furthermore, governments should put policies that control automobile ownership and use into effect. For example, taxes on car transactions, environmental fees imposed on fuel are useful to alter the habits of using personal vehicles. People then reconsider when they want to purchase a new car or choose buses for commuting because they are cheaper.
In conclusion, I agree that countries all over the world should boost substitute means of transport as well as impose new laws to govern citizens' car ownership and use.
