Please advise me about this sentence.

We need correct invoice for ask a certificate for import the fishes into the country by Fishery Department in Surat city only before we will import the fishes at Laem Chabang port or any ports.The fishery Department is very strict when we require a certificate issued by them.

Sorry, I mean "the invoice use for ask a permission to import the fishes by Fishery Department in Surat city only. The Fishery issue a certificate for import to me then we use certificate for import process at Laem Chabang port or any ports."
