pleas help me

I am going to apply for MSc program in computer science and I have a couple question about the deadline, TOEFL score and recommendation letters, but I dont konw how to write a official email. could you help me guys?
these are my questions

I intend to apply for MSc of computer science and I have a couple of questions about it
1-the required minimum of English score is 80 and for writing is 25. With the writing score below 25,is there the possibility of conditional admission?
2-how many recommendation letters are needed?
3- there are two deadlines for applying with below addresses,which of them is the correct one?
