You wouldn’t have used the word “stupid”. What they are poor doesn’t mean what they are stupid. Compared to the people who break public rules like criminals, but now they are trying to make their living by themselves. Since we can easily find old men and handicapped people selling lottery tickers in the roads. In the other perspectives, I want to agree that they are very excellent men.
The government has taken a considerable portion among income through selling lottery tickets as a tax.
But you know, it is the same as that in Japan. Every country is the same. The Japanese government also gains a very big tax from the “Lotto” seller. Surely, unlike other countries, Japanese government has opened their usages on tax to the media and tries to use this income very effectively and rightly. I heard that Japanese Government has taken efforts for vulnerable members in Japanese society like poor people or handicapped people or someone.
I recommend that you had better criticize Vietnamese government who doesn’t concretely open to the media where they have spent with income gained from the sold lottery tickets, You must not criticize general Vietnamese people, poor Vietnamese people or handicapped people.
Ah, by the way, unfortunately it is out of our concern, because we’re foreigners in this country. We had better not criticize Vietnamese government.

Anyway, what I want to say to you all who reading this……. Some countries are rich and advanced countries and Vietnam has not yet become like those. But…this, doesn’t indicate that Vietnamese people are not as rich and advanced as those in advanced countries. Like when you go to a subway station in New York as no 1 city in the world, you can easily find beggars, there are beggars in Japan and South Korea and China. Here, in Vietnam, definitely sure. Don’t be shame and also no need to criticize it. We have to remember that there are a lot of people who learned more and have more excellent manner and much richer than ours in Vietnam. I mean, Government is Government. People is people. Your country is much richer and more advanced, then, it just simply means that the government in my country is much richer, doesn't indicates you are much richer or much advanced.
