Playing on/with the swings

The children were playing on the swings in the playground.

Hi,

I wonder if I could say "playing with the swings" instead of "... on the swings" in the above?

If not, why is it ok to say "play with fire/water?" Thanks.

Yes, though sometimes children play on the swings without swinging-- they twist them, hang from the crossbars, etc.
