Knox (police officer) and Hayes (general) were trying to catch an assassin called John Carr. At some point the narrator says:

And from what Knox had learned about John Carr's military past, Hayes was definitely playing his own agenda on this one.

Does it mean: Everything Knox learned about John Carr's military past, Hayes was using for his own purposes?
