Playing hard to get

What would you say about a person who purposely delays granting a request by pretending to ponder on it just to elevate one's importance even when he is perfectly capable of granting the request right away ?

I know about the expression "playing hard to get", but somehow it doesn't fit the bill.

We use an expression, "acting pricey" in India for such purposes. Is it used in US or other countries ?
