In the US, it would have to be: "They will play a football game tomorrow at 4 PM." In the US, the word "football" can mean only one thing: American style football as played in the NFL, colleges, and high schools. And it has to be "football game", never "football match." Soccer can only be referred to as "soccer" in the US, never as "football."

I'd like to verify Cool Breeze's answer: They will play a football match/game tomorrow at 4pm / at 4 o'clock in the afternoon.
