Played cat and mouse

The police played cat and mouse with the thief.

Hi,
Does the above mean "the police was on top of the thief--caught him/her and let them go again and again?" Thanks.

Hi, I think what that term/expression means they (the police) tried to catch the thief but weren't able to quite catch him/her, but the process went on. Please wait for others.
