"This event is part of other programs that serve as platforms to not only promote its culture and traditions to students from other countries, but learn from their cultures as well."

Do you native English speakers think that 'to not only promote its culture and traditions to students from other countries, but learn from their cultures as well' modifies 'platforms' or 'other programs'?

I think that 'the to infinitive' modifies 'platforms', which is right behind it.
