- At present many colleges in the US plan for a project of suffering losses, cut down on tuition fees to retain old students and attract a lot more new students.

- In this sentence I mean many colleges anticipate that they will suffer losses, they do not have much profit when they reduce tuition fees, they have to cut down on tuition fees in order to keep old students and attract more new students.
