Plain English

"The unexpectedly low uptake of the buyback offer sparked a sharp reaction in the market, with yields on long-dated government bonds falling to record lows. Yields fall when the prices of bonds rise and push down the rate at which the government pays to borrow from major City investors." (The Guardian.)

I'm completely baffled by the wording in the cited paragraph. Is it possible to say that in plain English?

Few bondholders were willing to sell back their bonds to the city, so city government bond return rates decreased. These return rates decrease when bond prices increase; a decrease in return rate decreases how much interest the city government has to pay bond owners.
