Places to recommend that you visit

"I have two places to recommend that you visit in December."

1) to recommend modifies two places and that you visit also modifies two places respectively?

2) to recommend that you visit in December as a whole modifies two places?

Which one is a correct way of analyzing the sentence?

2) It isn't "two places that you visit" because you haven't even visited them yet. They are just being recommended. It's "recommend that you visit" because the recommendation is that you visit those places.
