Placement test question

0I am a tutor for our local literacy council. We are working with 'practice' tests for entrance to a local community college. Tonight, we struggled with two of the answers given, and ask your assistance in helping us understand them. The 'sample' sentence (as 'corrected') was as follows: 02br
02br
00"These small-business owners, who make a living as shopkeepers or providers of services, face a problem common to proprietors everywhere: lack of access credit, particularly now the early start-up phase of an enterprise." 02br
02br
00My opinion is that it should be, "These small-business owners, who make a living as shopkeepers or providers of services, face a problem common to proprietors everywhere: lack of access 01b01u00to02u02b00 credit, particularly 01b01u00during02u02b00 the early start-up phase of an enterprise." 02br
02br
00Does anyone see WHY the 'corrected' version is considered grammatically correct? I would appreciate some help, as I do not want to mislead my student!0-

0 I agree with your version.02br
00 Without the "to" in "access to credit", you have "access credit" which would be "credit for access" or some such nonsense. If anything, without the "to", the two nouns forming the compound noun should be reversed to give "credit access", which 01u00could02u00 be interpreted as "access to credit".02br

0I'd agree too. Another option would be "particularly in the early start-up phase" (though "early" seems redundant, with "start-up phase").02br
