placement of being

"We're prepared to fund you for the next eight months while the coastal wall is completed."

This is a piece of dialogue from a film I've seen recently. What's bugging me is this: is this sentence correct? Should there be a 'being' after 'is'? So that it should be like this, 'while the coastal wall is BEING completed?'
