Place to go or go to

Hi. Please help. I don't think we need to have the word "to" after the verb "go" in the sentence below.
.
He was looking for a place to go (to?).

But I believe we need to have the word "to" in the following sentence.

He wanted to go to the park.

How about this? Do we need "to"? Thank you in advance for your help.

He was looking for the best place to go (to?) in the city.
