Place A is three blocks away from here.....

Where exactly could Place A be when someone says that it is "three blocks away from here"?

Could it be at the end of the third block, meaning you have to walk exactly three blocks?

Could it be in the middle of the third block, meaning you have to walk two and a half blocks to be precise?

Could it be at the beginning of the forth block, meaning you have to walk three block worth of distance and a little bit more to cross the last street to get there?
