"It is my opinion that the Army's job is to fight rebellion" — This would be said in some situation in which the Army was not doing that for some reason. Does that help at all, MSoni?

I got much help.Could you suggest another construction for the sentence with same meaning. That may give more help. Is it possible to say "would have+past infinitive" for a present situation.

I don't believe so; present thinking uses 'would'. These are equivalent in meaning:

I would think that the shop is closed today. (Not having checked the reality yet)
I think that the shop would be closed today. (Not having checked the reality yet)
