Pipe for wind

Hello,

I don't understand the following sentence properly (the plot takes place on a ship):

"The boatswain piped for wind, which slowly arose, filling the sails, and the ship turned again toward Botany Bay."

Did the boatswain pipe so that the wind would blow, or did he pipe to announce the others that the wind started blowing?
