Dear all,

I do not completely understand this sentence.

Firstly, what does "piloting" mean in this context?
Secondly what does "with" mean? Does it mean "together with" or "among" here?

Lastly, piloting the system or practice and the dissemination of monitoring results with stakeholders and the general public can support successful implementation of monitoring systems.
