He dialed the one person he knew had a truly untraceable phone number. This was because he didn't have a phone in his own account but rather used minutes of piggybacked phone time from hundreds of different people.
I understand that he didn't have a phone registered in his name, he probably didn't buy it legally or something.
However I don't get the part "used minutes of piggybacked phone time from ..."?
What does that mean?
