Phrasing on title - Garments or Garment

Garment Workplace Safety/ Garments Workplace Safety.

With or without the S basically. Which one is grammatically correct and makes more sense as a title for a project on worker safety in the garment industry? Note: I do not wish to use the word 'industry' but rather 'workplace' and keep it a short and snappy title.
