Phrase that does not affect conditionality?

Would you say that the underlined part does not play a part in the conditionality of the sentence and could be considered an auxiliary element to the conditional sentence (first conditional?)?

If it moves well under the water, then I would say, it is a XXX.

Also, what part does the word 'then' play in this type of conditional sentence?

If it monves well under the water, then it is a XXX.
If it moves well under the water, it is a XXX,
