Phrase question

I have a question about the use of "to be done". Is it possible to use it is a sentence that indicates a past event as well as a future event, such as:

This is what was needed to be done. (Implying should have been done in the past)
This is what needs to be done. (Implying should be done in the future)

Am I correct and do you agree?

Regarding the first, implying the past, do you mean that 'what needed" is better than "what was need
