Phrase meaning

Hi,
I encountered the following phrase while playing a videogame:

"I rate pretty high on that."

Can anyone explain the meaning of this phrase to me, please? I reckon it's some kind of slang expression, right?

Plus, is this sentence correct, please?
The debate has stirred up/sparked a lot of strong emotions.
