Phrase in psychiatry

Salam,

What is the phrase 'absence of use' mean? Is it a technical term used in psychiatry? Does it refer to a mental condition of the patient?

It's a term from civil law, specifically in the ownership of intellectual property.
You own your trademark. If you fail to use it for a period of time, others may sue to acquire it. I suppose these days it could apply to a web domain.
