Phrase "got touched"

Hi guys,

could you please help me with the phrase "got touched" in the following context?

Context: I'm again translating episode of Law and Order where the cops just delivered DNA warrant to a guy who got pregnant a minor girl.

COP1 (handing over the envelope with the DNA warrant): DNA warrant. Pull your pants up and get your ass down to the medical examiner's office...(that guy was standing behind the desk of the shop with the CD's with the pants down probably..)

COP2(a little jokingly): Just got touched(?? I have absolutely no idea...), my brother.
