Phrase: cought on their heels

My question: what is the phrase meaning - builders were cought on their heels? From context I read it as they were cought surprised - is it correct?

Thanks

Hello, Ondrej. Yes, surprised or unprepared. The image of the idiom is insecure footing when one is set aback.
