Phrase "be out to hurt"

Hi guys,

please what does it mean when you are "out to hurt someone"?

My guess is it means: be out to hurt = "screaming at someone"?

thanks in advance for help.

Examples from internet:

It's usually something more substantial than screaming. It means that someone intends to harm you in some way.

[N] Sorry. Bad guess!

to be out to hurt you = to be looking for opportunities to cause you harm, physically or emotionally or socially.

The harm may be something like the destruction of your reputation; it need not be that you'll be physically attacked.
