Phrasal Verbs - identifying the particle as an adverb or preposition

I am trying to prepare class notes for teaching the basics of phrasal verbs to ESOL/EFL students.
I am having trouble trying to find an ONLINE discussion of how to identify the PV particle as being an adverb or a preposition as in:

He ran up the stairs
She ran up the phone bill / she ran the phone bill up

I myself have trouble trying to decide whether I'm dealing with a verb+prep or verb+adv :-(
Can anyone point me to an ONLINE (WWW) source of information on this subject?
I HAVE tried searching Google but it is difficult to come up with an adequate search argument in this case and after two days of searching I decided to put out a call for help.
Any assistance would be much appreciated.
