Hi, English learners and teachers. I have a question regarding phrasal verbs. I would like to know if phrasal verbs can be altered by preceding third person nouns in the simple present tense. For example, Maria cuts down on soda every Monday but never keeps her promise.The internet company cuts off the service every time I do not pay my monthly internet service bill.
