Many phrasal verbs are idioms. That is, the meaning cannot be deciphered from the individual words.

He ran out of steam at the end of the day.
You are putting me on!
He can think on his feet.
He expected his father to back him up.
The man on the corner is looking for a hand out. (Hand out can be a phrasal verb and a noun.)
She can't put up with her
