Phrasal verbs

1.The computer software being designed for a project studying native American access to higher education not only meets the needs of that study, but also has the versatility and power of facilitiating similar research endeavors.
Is power of a correct phrasal verb? Will the sentence be correct if I change it to infinitive as sentence below?

Absolutely not! power is a noun and ofis a preposition. There's no verb in sight!

Follow which pattern? Noun + "of"? Or noun + infinitive?

There are many nouns that follow each pattern.
