Phrasal Verb: break off OR break up > end a relationship

Hello,

It's me again still struggling with phrasal verbs.

When I am no longer in a relationship what do I use?

We broke up.
We broke off.

Following website tells me both is suitable but isn't there a rule?

So there is no difference at all?

There must be a difference because in an English test I
just took I had chosen break up but this was not correct.

The example sentence was:

Sue and Tim ........ their engagement.

My answer was: Sue and Tim broke up their engagement.

This was not correct.

The right answer was: Sue and Tim broke off their engagement.

Strange.....

You need to break off something. We broke up is fine on its own.

I always meant to say how glad I was when you broke up with xyz.
