Phrasal verb

In English there are thousands of phrasal verbs. Like-

Take down
Pull over
Set off
Get on...etc

Is phrasal verb really important? If yes then my question is as a non-native English speaker how could I memorize them? Is there any shortcut technique? Because I often mix up their meaning.
