Phrasal verb

Hi,


It is one of the most popular phrasal verb in English language techno/disco music I presume - I mean "get down" . I know the meaning of "get down to" - to start doing something, but and "get sb down"-make someone unhappy, but what's the meaning when "to" and "sb" is missing?
