ah...okey what i want to say is how did we divided alphabet (letters) to vowel and consonants ? ...in other words the method ....i hope it's clear now ..

OK. I understand the question now, but I don't know the answer. I think you will have to Google this and research it. I believe it has something to do with how your voice works when you pronounce words. Something about the resonance of the mouth maybe, but I could be wrong. Sorry I can't help more than that.
