Phone English: YES (instead of Hello)

At a (train) ticket booth, the teller can say YES? to start the transaction.

Is it also possible to use this word (Yes?) upon picking up a phone? I mean, instead of saying Hello!

No, not on an outside line. Though it is occasionally done, it is considered rude. On internal office extensions, where the receiver already knows who the caller is, it may be more used.
