Hi,

Does “phlegmatic” in this context mean placid-natured?

The Continental idea of the Briton, which had a lot of truth in it, was that he was a phlegmatic, rather unemotional, certainly undemonstrative creature of a northern climate. (Source: Ideas in Action programmes)
